Parramatta Light Rail Structure Plan

Commissioned by the City of Parramatta, this strategic spatial framework guides future development along the Harris Park to Carlingford corridor, aligning urban growth with major light rail infrastructure.

Following a Council resolution in late 2018, e8urban was commissioned by the City of Parramatta to prepare comprehensive Spatial Precinct Plans for the Harris Park/Rosehill to Carlingford Light Rail Corridor. The primary objective of the structure plan was to establish a clear, long-term strategic framework that manages urban transition and guides future renewal, ensuring built form outcomes are closely integrated with state-significant transit infrastructure.

The project encompasses a overarching Urban Structure Plan for the entire light rail corridor, supported by a series of detailed Spatial Precinct Plans tailored to individual local character areas along the route. By analysing land use, built form density, public domain networks, and active transport connections, the planning framework balances growth opportunities with local context and heritage considerations.

e8urban’s strategic response provided Council with a robust decision-making tool to evaluate planning proposals, guide infrastructure investment, and coordinate public realm improvements. By translating high-level transport strategy into clear spatial directives, the Parramatta Light Rail Structure Plan enabled a sustainable, walkable, and well-connected community along one of Western Sydney’s vital transport arteries.
