Joe Rowling
MANAGING DIRECTOR
Joe is a highly accomplished designer and strategist known for his pragmatic creativity and non-dogmatic design approach. With 23 years of experience in urban design, master planning, and place-making across Europe, Asia, and Australia, he brings invaluable expertise to our projects.
He founded e8urban in 2015 to champion a collaborative and multidisciplinary approach. His ethos is built on the conviction that contemporary city complexities require unified expertise to create truly successful and sustainable places.
Joe is a confident and proven project strategist who excels at positioning and delivering all aspects of complex master plans within urban, rural, metropolitan, and regional contexts. His extensive experience includes acting as Principal Urban Designer on high-profile projects, including Gurner Avenue Austral, which won an Australian Urban Design Award for Leadership, Research & Advocacy.
He possesses a unique ability to navigate intricate relationships in large-scale precincts where major government agencies interface and overlap due to infrastructure and land use changes. This ensures seamless project delivery and positive results for all stakeholders.
Joe is a passionate advocate for the design industry, demonstrated by his strong local reputation and his active support for the newly formed Urban Design Association in New South Wales. Through this involvement, he contributes to the professional dialogue and helps raise the standard of urban design across the industry and our studio.
Tamasine Scott
DIRECTOR
Tamasine is a designer and strategist who brings iconic landscapes and visionary master plans to life. She guides projects across their entire lifecycle, combining strategic foresight with rigorous detail design to protect and deliver the original vision through to completion.
During her two decades with Grant Associates in the UK, Tamasine built an extensive international portfolio and a collaborative ethos that remains central to her practice. Working across diverse geographies, project scales, and budgets has equipped her with a wealth of global expertise that she now applies in Australia.
Focusing on inspirational, ecologically rich landscapes, her work blends innovative, culturally responsive, and climate-resilient design. She specialises in experiential design that celebrates each site's unique natural processes, enabling a meaningful connection between people and their environment.
As a designer and project lead, her portfolio features strategic visions like the relocation of Bristol Zoo, iconic master plans such as the Cloud Forest Dome at Gardens by the Bay in Singapore, and the design and implementation of Jaguar Land Rover’s 30-hectare R&D Campus in the UK. She has also delivered award-winning public domain projects, including Singapore's multi-layered Funan Mall and the Institute of Technical Education’s College Central.
Since relocating, Tamasine has actively integrated global best practice with local expertise—navigating the NSW planning system, regional horticultural practices, and varied climatic conditions to bring richness and diversity to her work.
Tamasine also serves as an appointed panel member on both the NSW and WA State Design Review Panels with the Government Architect.
Javier Arcila
SENIOR URBAN DESIGNER
Javier's combination of design sophistication, technical skill, and project leadership makes him a cornerstone of our team. He is a highly skilled Urban Designer who brings over 8 years of dedicated experience, and is instrumental in the development of our master plans and urban strategies.
With a steadfast focus on creating sustainable and functional urban environments through parametric urban design, his technical and project management capabilities are crucial for overseeing complex consultant coordination, particularly managing the intricate interfaces between the public realm and engineering disciplines. Javier’s expertise in solar access, climatic, and pedestrian integration modelling is fundamental to the success of our large-scale precincts, ensuring the designs we produce perform optimally under real-world conditions.
His extensive portfolio includes; the design and technical documentation of significant rezoning and subdivision applications in both greenfield and urban environments; the strategic design of public realm for key urban spaces within award winning developments; and exceptional graphical skills that produce high-quality visuals and compelling animations that aid engagement with our project clients and stakeholders.
Irina Hotkevica
SENIOR LANDSCAPE ARCHITECT
Irina is a UK chartered Landscape Architect with over 10 years of international experience in the design and delivery of high-quality outdoor spaces. With a master's degree from Wageningen University, she specialises in creating sustainable and climate-resilient designs, with a particular focus on bioclimatic control and biodiversity enhancement.
Throughout her career with leading practices such as Grant Associates and Kettle Collective, Irina has worked on a diverse range of large-scale public realm initiatives, including shopping malls, universities, business headquarters, residential developments, and city parks. Her project experience spans across the UK, Middle East, Europe, Russia, South-East Asia, and South America, giving her a unique multicultural and interdisciplinary perspective.
In the studio we value her meticulous attention to detail and problem-solving skills, she has been integral to projects from their inception through to construction. Irina is also keen on utilising state-of-the-art technologies to enable the design process at every stage, ensuring our projects produce high-quality and context-sensitive deliverables that are respectful of nature and responsive to community needs.
Agustin Poch
DESIGNER AND COMPUTATIONAL SPECIALIST
Agustin is an award winning designer that brings a vital technical edge to our team. He specialises in advanced computational design and 3D modelling. This proficiency, built upon a strong architectural foundation, significantly enhances the quality of our proposals and our thinking.
He leverages his skills to rigorously test and visualise complex concepts, ensuring that the designs we deliver are always grounded in sophisticated analysis. Agustin is proficient in a variety of software, which allows us to create detailed assessments and immersive environments for our clients to explore.
He has a compassionate yet technical approach to design, which leads us to explore and develop innovative solutions through emerging technologies. His expertise further supports our project delivery by assisting with the collection and analysis of key socio-economic, geographical, and performance data, essential for informing our land-use planning and master plans.
